OVERVIEW

The Building Permission department of Pune Municipal Corporation is responsible for issuing the necessary permits and certificates for all kinds of buildings, new and old. The department was put in place to ensure that construction within the municipality’s area of purview met all the laid out laws and standards of PMC, in other words, the department reviews all applications that seek building permits to ensure strict compliance with all applicable building/structural-laws and building code requirements.

We conduct inspections as mandated by the Building laws to ensure that work complies with the approved plans and layouts as well. By enforcing these strict laws, and assisting builders, architects, and stakeholder citizens, we ensure that the approved structures while being safe also stand the test of time. Today we have a state-of-the-art system in place and have also devised a mobile application to simplify the entire process involved in plan reviewing, inspection services and final approvals.

The Building permission is granted subject to very stringent scrutiny. This involves various stages starting with the identification and authenticity of land, the geo-location, if the building conforms to all the standards of safety and regulation, the distance from the road, distance from surrounding buildings, height and other criteria set by the Municipal authorities, along with the building plan. In short, it is the department’s responsibility to ensure that the building has not violated any laid down rule.

It is our responsibility to serve the citizens of Pune by ensuring that every construction undertaken is safeguarded at all times.

Right from Sanctioning of Building Plans &Layouts to issuing the Completion certificate, everything is managed by our department. The Department has implemented AutoDCR system that enables automatic Building Plan scrutiny and generates drawing and scrutiny reports automatically.

IGBC RATING PROGRAM

Green building rating brings together a host of sustainable practices and solutions to reduce the environmental impacts. Green building design provides an integrated approach considering life cycle impacts of the resources used.

An important development in the growth of green building movement in India is the launch of the following IGBC Green Building Rating Systems.

All the IGBC rating systems are voluntary, consensus based, market-driven building programmes. The rating systems are based on the five elements of the nature (Panchabhutas) and are a perfect blend of ancient architectural practices and modern technological innovations. The ratings systems are applicable to all five climatic zones of the country. IGBC rating programmes have become National by Choice and Global in Performance.

GRIHA RATING

GRIHA rating system consists of 34 criteria categorized under various sections such as Site Selection and Site Planning, Conservation and Efficient Utilization of Resources, Building Operation and Maintenance, and Innovation points.

Eight of these 34 criteria are mandatory, four are partly mandatory, while the rest are optional. Each criterion has a number of points assigned to it. It means that a project intending to meet the criterion would qualify for the points. Different levels of certification (one star to five stars) are awarded based on the number of points earned. The minimum points required for certification is 50.

SVAGRIHA

SVAGRIHA (Small Versatile Affordable GRIHA) was jointly developed by GRIHA Council and TERI. SVAGRIHA is a significantly simplified, faster, easier and more affordable rating system and will eventually function as a design-cum-rating tool. It was required that attention be paid to smaller buildings in India which although have small individual environmental footprints but their cumulative effect is far bigger.

SVAGRIHA has been designed as an extension of GRIHA and has been specifically developed for projects with built-up area less than 2500 sq. mtr. SVAGRIHA can help in design and evaluation of individual residences, small offices, schools, motels, commercial buildings etc. The rating comprises only 14 criteria and the interface comprises of simplified calculators. These calculators can be filled using information from construction drawings like areas; and quantities and specifications of materials. This can be done easily by the architect of the project. Once completed, the tool will tell the architect the number of points that they are able to achieve in that particular criterion and provide recommendations for any improvements in order to improve the environmental performance of the building.

REGISTRATION FORM

New Building - 

All upcoming projects (except industrial projects) that measure more than 100 sq m and comply with the mandatory requirements may register to be GRIHA compliant.

  • GRIHA pre-certification : Facilitates branding for projects less than 20,000 sq. mtr and fast track environmental clearance for projects more than 20,000 sq. mtr. All GRIHA pre certified projects to register for GRIHA on receipt of environmental clearance.
  • SVA GRIHA :Facilitates design and evaluation of projects (individual residences, small offices and commercial buildings) with built up area ranging between 100 sq. mtr and 2,500 sq. mtr.
  • GRIHA :Facilitates design, construction, implementation and post monitoring of projects with built up area more than 2,500 sq. mtr. It is mandatory for all GRIHA pre certified projects, projects of the Government of India and upcoming buildings of the Public Sector Undertakings to register for GRIHA.
  • GRIHA LD :Facilitates design, construction, implementation and post monitoring of projects with site area more than 50 hectares.
